This cable allows you to use USB2CAN module conncet to your car's OBDII connector.

UART Pin 2 to OBD Pin 14(CAN_L) and UART Pin 7 to OBD pin 6(CAN_H). The rest are not connected.

It's not a finished product of OBDII diagnostic scanner. You need to do secondary development by yourself.
